Bid packages
Use the Bid Leveling tab
Compare live bids, inspect and annotate quotes, resolve follow-ups, and record the awarded bidder.
Before you begin
- A bid package with at least one submitted or manually entered bid
- A completed Bid Leveling Checklist when you want bidder scope responses in the comparison
Step-by-step
Follow these steps
Open the live comparison
Open the project, select a bid package, and choose Bid Leveling.
The current document version opens as the editable comparison. Earlier versions are frozen and read-only.
Each bidder column contains pricing, alternates, acknowledgements, scope responses, comments, and submitted quote links.
Add an estimator comparison row
Select + row where the new line belongs. Add a Budget line under base bid, an Alternate near the alternates, or a Scope item beneath the relevant group or line.
Enter the description and choose whether a Budget or Alternate amount is included in the comparison total, then select Add Row.
Enter bidder values in the new cells. Estimator rows save without changing the bidder form.
Use colors, comments, and cell guidance
Select a comparison cell to add an internal reviewer comment or apply the color your team uses for review status.
Open the cell guidance when ScrubPlan connects a cell to an unresolved action item, then follow the suggested review step.
Remove outdated comments or colors after the item is resolved so the final comparison remains clear.
Open submitted quotes in multi-view
Open a bidder's submitted quote from the comparison and choose the multi-view layout.
Resize the quote and leveling panels so you can verify the source document beside the bidder's responses.
Switch bidders or quote pages without leaving Bid Leveling.
Annotate a submitted quote
Open the quote markup tools. Use Select, drawing shapes, or Text to call out pricing, exclusions, qualifications, and follow-up items.
Use Undo, Redo, or Delete to correct the markup, then save the annotations.
Saved quote annotations are included with the quote when you create the PDF bid-leveling package.
Review extracted quantities and costs
Open Extracted Quote Quantities & Costs for the bidder.
Compare the extracted values with the submitted quote and leveling rows. Wait for processing to finish or retry when the extraction reports an error.
Use the source quote as the final reference when an extracted value needs confirmation.
Run or review Quote Review
Select Quote Discrepancies Found to inspect the bidder's quote-to-checklist comparison.
When available, run or retry the staff Quote Review for a submitted quote. Resolve each discrepancy beside the bidder's comments and Confirmed Covered response.
Review revised-bid changes
Select UPDATED BID: view changes here when a bidder revises the current-round submission.
Review the current quote against the previous quote and verify each detected change. For a new pricing round, use view quote change from last round.
Work through Action Items
Open Action Items. An attention dot means unresolved follow-up remains.
Investigate each generated item in the comparison, then mark it complete when the question is resolved.
Draft bidder follow-up
Open the follow-up action for unresolved bidder items and generate an email draft.
Review and edit the subject and message. Copy the final text or open it in your email application, then record the outcome in the project workflow.
Handle checklist changes after submission
When checklist changes create new blank bidder cells, open the update prompt and review the affected bidders and requirements.
Choose Yes, notify bidders to email only the affected bidders through their existing secure links. Their new responses appear in the live comparison after resubmission.
Award and export
Review totals, alternates, scope responses, reviewer comments, bidder comments, revised bids, and open action items.
Select the awarded bidder only after the project team completes its review. Use Add bid manually when you need to enter a bid for an active invitee.
Select Export to create the PDF comparison and submitted-quote package, including saved quote annotations.
